Maybe, you can do C25K on a treadmill, not sure about that cross stepping machine, but could you call that running, it's more like a exercise machine in a gym than a treadmill.

Ask the administrators if they would allow you to do C25K on that machine.

A cross trainer can build your cardio fitness and to a degree your muscles but it lacks the impact of running which helps develop muscle and bone strength, so while it is may make you fitter the only way to become a runner is to run.
