It's called apparent wind and the faster you run the stronger it will appear to be.

I just ran along Brighton promenade and found exactly the same thing. I decided that it was a quantum physics effects. Apparently quantum physics is unexplainable. I just go with the flow

Some people just seem to attract the wind! My hubby is one of those. Whenever we have a campfire, doesn't matter where he stands, the wind will just blow the smoke on his face.
