20 mph signs have gone up all over our village. These are really hampering my runs 🤣

20mph is equivalent to doing 100m in 11.2 seconds.
My top speed on a short sprint is about 10 mph.

No, as a speedometer is not a required fitting on a pedal bicycle.
There is the offence of "wanton and furious cycling ", which might be used if a cyclist is considered to be going too fast for the conditions. It's extremely rarely used.
