Ruminating thoughts about parenting style in school

To frame things up, I have been diagnosed with clinical depression before, so this recent episode is aggravating it.My daughter came home 2 weeks ago socially exhausted after school, another girl created drama by pulling her hair and took steps to ostracize her through whatsapp. Blah blah, I have started a log of reported behaviors to send to the school for their awareness.

Her mother is the person I am obsessing over: let kids be kids is her motto, which translates into ĺet my child act the way she wants without my involvement or yours. She does not anything about her daughter's behavior and expects others to be her ears.

How the hell do I tell her that her behavior is unacceptable? I have told my daughter to not give hers any attention. Keep contact short, superficial, friendly. It is unfair for me to ask my daughter to change when this one parent has a style that will encourage things to continue.
