I would say that you can lose weight using the NHS 12 week plan, whilst having a healthy BMI. But you won't be able to get a recommended calorie range from the NHS BMI calculator because it will only calculate for people whose BMI is over 25. I have a healthy BMI level now and I am trying to lose my remaining pounds to get to my ultimate goal weight of 12 stone 7 pounds, so I'm still using the NHS 12 week plan to try to achieve that. I'm getting there slowly.
I worked out my daily calorie range through a formula, and I can find it for you if you would like to use the same formula.
Clearly, it's important to stay within the healthy BMI - but it's a wide range, so I'd like to wish you success in getting to the point you feel you'd like to get to.

I agree with Zest , I also have a healthy but high end (near 25) BMI but feel better with a BMI around 22. I am losing weight using the principles of the NHS plan but have adjusted the calorie allowance to 1300/day. Perhaps it is a bit too low... but I do add extra calories to my allowance when I exercise though.
