Levo-thyroxine adjustments should be by 25mcg. The greater drop might have caused more symptoms.

Was dose reduced due to low TSH? Were FT4 & FT3 actually tested and shown to be too high? What were results TSH, FT4 & FT3 & lab range. Have key nutrients been tested?

Biotin in significant levels has potential to interfere with blood test. Did you stop prior to test?

It’s possible an ingredient in one of supplements has caused reaction. Or has the brand of Levo been changed? You could stop the supplement & see if it improves.

Try an antihistamine & preservative free eye drops. Some do find eye issues develop with low thyroid levels.

High doses of biotin can interfere with lab test results. Any dose changes based on results while taking biotin are questionable.
