Are you on different brand of Levothyroxine than before?
You might be reacting to the fillers in the levothyroxine you're taking. Ask your GP if you can try a different brand as they are all different in that they have different fillers in.
Have you had Vitamin D, folate, ferritin and B12 levels tested yet?
If not these testing
Plus have you ever had thyroid antibodies tested or coeliac blood test
If not they need testing too
I get a red itchy rash just on my face and doctor says it's acne rosacea. At first before I had been seen and just had a telephone consultation a doctor said it was an allergy and gave me a steroid cream and antihistamines. Now I've got an antibiotic cream but thankfully it's gone for the moment.
I was going to say the same as Summer64 , it sounds like rosacea. It can spread to your eyes, typically the eyelids, a dr would probably diagnose this as blepharitis.
Warm compresses on your closed eyes. Use clean face flannels wrung out in hot water. Don’t swap them between eyes. Do this frequently.
Clean your face downwards, going over and around your eyes carefully with either cloths or cotton wool pads wrung out in hot water and a little baby shampoo.
You might need hydrating eye drops.
Often treated with a low dose of doxycycline, taken for about 6 weeks.
For your face, keep it as cool as possible, going from extremes of temperature is the worst. Mild face cream and sun cream if you’re in the slightest sun.

If you're intolerant to some of the fillers in the levothyroxine tables you're taking, when you increased your dose you would have increased the amount of the fillers you were getting. Maybe you exceeded your intolerance threshold.
