There is no single rule.
Ranges vary between lab there - are many ranges. You need to compare differing test ranges by looking at the % of range.
Most feel well with with TSH low in range.
FT4 top 3rd of range FT3 at least half way.
Optimal it’s an individual thing. What’s right for one might be different to others.
