Well he's wrong there. Many endos do as members of the forum will confirm. It's finding the right endo. T3 has to be initiated by an endo then eventually prescribing transferred to the GP. However, some CCGs are trying to stop prescriptions for T3, or have already stopped them.
ThyroidUK has recommended private labs who will do a variety of tests, you can get FT3 measured at many of them but it should always be done with TSH and FT4 as well.
Private testing information:

Most popular companies are Blue Horizon, Medichecks, some people use Thriva and Monitor My Health (they just offer basic TSH, FT4 and FT3 though). Blue Horizon and Medichecks probably offer the most test bundles. It depends on what you want tested.
Previous posts show you have Hashimoto’s and were in need of dose increase in levothyroxine

Ft4 was only 25% through range
Helpful calculator for working out percentage through range
Ferritin dire
Vitamin D ok
B12 and folate probably needing improvement
Did you get levothyroxine dose increase from GP
What’s happening about extremely low ferritin
At this stage you don’t need to look at adding T3
You need to get ferritin levels improved and dose increase in levothyroxine
Retesting FULL thyroid after 6-8 weeks on increased levothyroxine
Meanwhile email Dionne at Thyroid UK for list of recommend thyroid specialist endocrinologists who will prescribe T3, if you eventually need it
If in England which CCG area are you in? Some are worse than others over agreeing funding for T3
If increased levothyroxine to 25mg Every night instead of every other night c how i go because of side effects x
How do I message her ?? X
To get the list of thyroid practitioners email Dionne at tukadmin@thyroiduk.org
Be aware that the list contains the names of doctors who have been helpful to patients in the past.
Just because it happened once doesn't mean that people can always expect the same treatment. Doctors have good days and bad days, rules and guidelines change...
So, the list is useful but isn't guaranteed to make everything better, thyroid-wise.
Your GP's not strictly correct about nobody being prescribed T3. I'm lucky enough to get T3 on the NHS (for the moment) and have done for a few years but it's certainly more difficult now. It did have to be initiated by an endocrinologist and I need to be monitored by the hospital at least once a year. Whilst the endocrinologists are able to initiate T3 as a treatment, I understand that they have to make a strong case for doing so. Not responding well to T4 is not a valid case, apparently.
If I have my bloods done locally, even if my GP requests it, the lab won't test it. If I have them done at the clinic closer to work, the bloods go to a different hospital and they will test. Crazy.
