Well, your TSH says hypo, and your FT3 is too low, which is probably why your cholesterol is high. So, perhaps you should get back on thyroid hormone replacement.
Your TSH isn't low, it's too high. Not over-range, but the range is too wide. You're hypo when your TSH is 3.
A good level of T3 is one that makes you well. I imagine you're not very well at the moment, and your cholesterol is high, so that's an indication that something is wrong.
But, I cannot give you a number and say: that's where your FT3 should be.
Your D3 is very, very low - you need supplementing with Vitamin D. Or you can follow the Magnesium protocol on gotmag.org. When Vit.D is low, You also should ask for Ion, Ferritin, Zinc, Folate and Vitamin B12.... Together with Vitamin D they all are participants in our "feeling well" when we are Hypo.
I have sublingual D3 drops I have been remiss because it make me constipated everytime I use them- I take Mg Glycinate cocktail every night. I started back w D3 after reading your comment- Thx
