I am not a doctor of any kind, but yes, raised TPO and TG antibodies indicate you have Hashimoto’s. Apparently most people with Hypothyroidism also have Hashimoto’s. Although no one wants that diagnosis (being Hashimoto’s myself, I am sorry to hear of anyone else with it) ....still, it is better to know so you can start addressing the autoimmune aspects of your Hypothyroidism too. It’s not just about getting the right thyroid hormone medication cocktail.
Is there any reason you want to go straight to T3? Have you tried T4 (Thyroxine) yet?

Thyroid peroxidase antibodies are positive for autoimmune thyroid disease (Hashimoto's). There is no cure for Hashimoto's which causes 90% of hypothyroidism. Levothyroxine treatment is for the low thyroid levels it causes. Many people have found that 100% gluten-free diet is helpful in reducing Hashi flares, symptoms and eventually antibodies.

You are undermedicated on 175mcg Levothyroxine and the high TSH may cause Hashi to flare up and increase symptoms and antibodies. Hashi's patients should keep TSH low to reduce thyroid activity. You need an increase in Levothyroxine or the addition of some T3 to Levothyroxine. If you can't get it prescribed write a post asking members to send you private messages with information where to source T3 without prescription.
You will need to get vitamins tested and improve first, and TSH nearer one, before trying to reintroduce T3
Highly likely to need/find strictly gluten free diet helps first too
