Yosay, What works for one person isn't guaranteed to be successful in another. For some it will be T4+T3, T3 only, or NDT and it may be necessary to try different brands of NDT. If your friend's doctor wants to raise her TSH, your friend is likely to become undermedicated which will probably make oedema worse. TSH is almost always low or suppressed when on NDT or any med with T3. However, FT3 should remain within range because overmedication can cause swelling as many hyperthyroid patients have found.

You have to have sufficient thyroid hormones to raise your metabolism. Many doctors keep their patients underdosed by keeping the TSH within the range and it might be towards the top of the range rather than the bottom. Even if the patient continues to complain of clinical symptoms they will not prescribe more hormones or even add a little T3 to the patients dose.
I've lost 20 pounds in last 2 years since being on only T3. My TSH is on zero. Doctors are using TSH to scare people or not treat them properly or at all. They did it to me, they left me untreated for 10 years, it destroyed my heart, mind, life, everything. I can only thank God that I am alive.
