It depends on the reference interval that goes with the assay, each one is different. In the UK it's often something like 3.5 - 6.5 but it depends on the unit of measure also. Are you in the USA? I ask because if it was the UK reference interval and 0.31 you would probably be dead. Either the 0.31 figure is wrong or the units are different. You should ask whoever gave you the result for the reference interval that goes with the 0.31 figure.
Thanks for your reply jimh..I am alive (altho some days feel it bearly!)I have now clarified with the GP surgery;serum TSH results are 0.31. Baffling as my test was for T3 . I find all these results very confusing . I am on 125mg Thyroxine & have been for some years for hypothyroidism. I am to be seeing an endocrinologist for an auto immune as anti bodies found in a recent,previous test. T3 test done as I am feeling crap;totally exhausted,achy etc. No comment made by GP on 0.31 results. But just double checking .

T3 should be nearly at the top of the range not the bottom! Are you a set of numbers? Go by how you feel!
