Down to 1mg of steroids, symptoms coming back when I have been in bed 5 hours give or take,so I never get a a decent sleep, subsequently feeling tired in the daytime,do I continue reducing until zero,I have had 2 flare ups over 3 years.

No - you are never reducing relentlessly to zero, you are looking for the lowest effective dose, the lowest dose that gives the same relief as the starting dose did and you seem to have passed that. If you were good at 2mg, go back, wait a couple of months and try 1/2mg on a slowed taper again. YOu will get there, just not yet.
