This happens to me when I am hypothyroid, although it tends to focus from the front of the foot near the ankle, upwards along the shin and happens to both legs. Since I have been treated with natural dessicated thyroid (pigs thyroid extract) NDT I don't get this unless I vary the dose. It was painful and it was also associated with very unstable knees, one of which would pop out of its socket (but I could push it back painfully). This problem has gone. I should mention that it also improved with B12 which I started before hypothyroid diagnosis and treatment, but the swelling only responded to NDT. Thyroxin which I agreed to try for three weeks, brought the symptoms back. If you search for thyroid and leg swelling you may find more posts. Best of luck.
I do get swollen ankles which I believe is a symptom of PA. The blackening of the toes is perhaps more worrying maybe suggesting poor circulation. Sorry I don't have any advice to give other than seeking a second opinion.
