Success rates for PIP are quite low but if your boyfriend got refused for any award then it's worth 'Googling' to see how soon is allowed before he can apply again.
Generally, you need a 'change of circumstances' to be able to 're-apply' but as for your question - I'm afraid there aren't any guarantees!! The press highlights preposterous examples of awards not being given and vice versa. Without wanting to sound morbid, the only definite award is for the 'care component' if you've got less than six months to live.
If your boyfriend feels his disability warrants it, go to your local Citizens Advice Bureau for advice.
We don't have the secret combination between us on here I'm afraid!!

If you want good advice on claiming PIP then google Benefits and Work. They are the best site for info and all you will need to know.
Some of us do get PIP so not all bad!

Sorry to hear!!! It's all a hit n miss with dla, pip..... I've fought for over 5 hard years to get top rate which almost destroyed me!! Had several medicals, several appeals.... Until I got nicest woman to date with my last claim..and won.... Then you get people like my neighbor who is scamming the system!!!! No medical.... Top rate and car!!!! Makes me very angry!!!! My advice phone pip line say it's getting worse hopefully you'll be able to reclaim... Always appeal you have to fight tooth n nail😣... Hope this helps... Jo x
Just how the hell do you know your neighbour is scamming the system, I do not like that kind of talk, it sounds like you are venting your spleen, I myself have had to put up with similar curtain twitchers, Just because I have a car and try my hardest to be independent it somehow must mean I'm scamming the system; wait a minute, you don't live in North London do you ?

Forgot to say - I also appealed my recent decision and went to a tribunal hearing. I won!! So like Paton says, it's not all bad!!
Reapply - if not successful, ask for reconsideration - if not successful, go to appeal. It's hard work but if your boyfriend feels his disability warrants an award (whichever he's looking for) then it's definitely worth it.
The DWP have made horrendous mistakes both ways so keep up the pressure on them!
