Spots appearing on my upper arms that take ages to die down and leave a scale look

Hi can anyone help me with this , I've had spots through out my life , on my face in my young years (which have all cleared up ) and I have spots on my back which being 18 and having other mates with the same issue I am putting that down to achne and hormones, however I seem to get a different type of spot on my upper arms usually on my fore arm near the inner elbow bit and up on bicep ,these take ages to go away( usually if I get a spot on my face I put sudocrem on it and it's gone within days) but these ones usually leave a scalely / scare look and I don't pick them much at all , went to the docs who said I had some sort of skin / hair folio condition and was give medication to take for 10 days , he was adiment that they would disappear after this , however it down nothing at all , as a keen gymer I get some weird looks with these (ps the pic isn't the best they have been much worse before)

Any help appreciated thanks guys
