Generally a sign of infection is -pain, redness, foul smelling cloudy yellowish discharge and a fever (sign your body is fighting infection). So unless you don't have any of the symptoms it is unlikely. Can you see the incision part? Where your foreskin is now attached to the shaft?

Swelling can last for weeks, sometimes even months. After a month blood should not really be coming out of the wound but in some cases can. If you can see your incision part and could potentially show a picture of it (no need for the whole penis, just the incision part close up) it would be easier to tell. Can't really tell much else without seeing it. However, if you are worried and you feel like you need professional confirmation, the best thing to do is to check with your doctor who did the procedure.
