Scrotum changed

6 months ago my scrotum had started to cover the bottom of my penis making it look smaller. This caused huge stress on me. I have now noticed red little pimples on my scrotum skin and was wondering whether or not this could be the factor? Can eczema on your scrotum cause swelling? If so I think this might be the reasoning ?

Thanks for the reply, my scrotum has only just gone onto the base of my shaft at the start of this year making my penis look like it’s on a stand of some sort? I’ve been to several doctors and urologists, firstly got told my testicles were pushed upwards, then got told I had a variocele however ultrasound did not show anything? Been told an infection is causing it recently however antibiotics have not worked and I still have the problem? I’m only 20 years old so I don’t want this problem to stay :(
