Is it normal for your penis(Under foreskin) to get sticky 30 or so minutes after you have washed it.

I washed my penis while having a bath but a short time later it gets stick is this normal if not what do I do.

If there is white stuff soon after washing, there is itch, burning and/or red rash, it might be caused by yeast infection. I have had it once.
