I’m 13 years old and I’m a bit worried about my penis size, my penis is 3 inches when erect and all my friends have a bigger penis than me! Is my penis size normal?

It's normal for you. Don't compare to mates. You still young and it will grow. You'll catch up or overtake them. Don't worry at your age.

You only sort of started hitting puberty so do not worry about it at all. Penises can grow till the age of around 20ish, some even more, its all individual.

In my class there was a dude that was a late bloomer, he was always baby faced and smaller compared to the rest of us guys (height, not penis size mind you) then after highschool he was the tallest of us all with a thick ass beard. He looked like a 30 y/o dad xD.

Don't worry about it, development for you hast just started, if it started at all. Usually an indication of starting puberty is getting pubic hair around the "root" of the penis.
