The proximal half of my penis is almost covered in hard little bumps. It has always been like this as long as I can remember. After looking it up I think it could be milia, however this skin condition is said to go away after a few months while the bumps on my penis never disappear or changeDoes anyone have a similar issue? Thanks

Sounds like this is worrying you. Why not pop round to a Sexual Health Clinic for examination and advice? You really don’t need to be embarrassed about going.
If they've always been there, then they're probably just Fordyce spots (which about 80% of adults have), but you could ask a GP to check.
If they are milia, they don’t just go away. The ones on my face I have extracted by either a dermatologist or facial person … however your location makes it slightly more challenging.
I would also start with a doctor and go from there.
Could be Fordyce mark so harmless. But get them checked.
