I have an issue with the skin just at the top of my shaft, in most places but this one the skin is not able to be moved down the shaft, whereas this one piece of skin appears to be loose and can be pulled back to show under the skin. It’s more noticeable now that I’ve had sex without a condom (it’s been over 3 months since the surgery, I had it on the 8th November). Will it cause harm if I was to have sex without a condom again?

I could be completely wrong but what you're describing could be a "skin bridge" which can happen after the loose style of circumcision where there is a bit of skin overhang over the head. It's like foreskin's revenge, wanting to claim its territory back.Have a look at some photos of skin bridges on the internet to see if it is one. They can be in one place (shaft over sulcus) or several (shaft over glans).If it is a skin bridge, you need medical help to fix it as I don't think they go away by themselves. Your GP or surgeon will help sort it for you.
