Few days back i had inflation on foreskin and i couldn't retract it back but for cleaning i had to do and now its 10th day and foreskin retracts back fully in flacid but has a tight ring at a point but when erect it hurts to fully pull it back

Phimosis is tight foreskin and balanitis is an infection. You can have both at the same tome. A doctor is best placed to tell you what you have. Balanitis is not the only infection you can get.

Treat for yeast. Athlete’s foot cream will work.

It may not be a yeast infection. Best not to guess but get a proper diagnosis and treatment. A doctor will also be able to advise on the possible phimosis issue.
