A thin string of skin or vein idk is attached from my foreskin to the tip of my penis . What is it??

so i have been having issues pulling my foreskin all the way down and mostly its due to the fact that theres some sort of skin attached from my foreskin to the head of my penis and it is really sensitive to touch what is going on??

I think you are describing your frenulum. It’s supposed to be there. Don’t pull too much on that as it may tear.

It's called frenulum it holds your penis during erection.. I have had my recent surgery for phimosis and struggling with sensitivity of the glans and few stichesswelling near incision .. Been a week so far. Best is you consult a doctor and ask for an anesthetic ointment it helps to reduces the sensitivity (also its a muscle and its called frenulum) aYou can carry out a surgery for that as well which is called frenuloplasty.

Sounds like you've discovered your frenulum. You have others too such as the one under your tongue. It's purpose is to replace your foreskin back into its protective position over the glans, but it's also for most men, one of the most erogenous tissues. Google "frengasm" and have some fun:

Avoid tearing it! If you find your's too short/tight, as it is in some men, using lube can help.

The frenulum - mine was too tight when I was young, which made me concerned for a while and I even considered cutting it myself (a tiny nick with a razor would have done it). It loosened up after I started having sex and I forgot about it. Then during a rough sex session in my late twenties it tore without warning and there was a good amount of blood. However it healed up in a day or two and I again forgot about it. Obviously this was only a subtle problem for me but I think in some cases it can be a real obstacle.
