I the skin of my penis is attached to the bottom tip of my dick!

I always thought it was phimosis but as i pulled back i realized there is a connection between the tip of my dick on my foreskin how do I fix this other then circumcison

(The connects is very small but it is a big issue)

I can confirm it is not my frenulum its about 2cm from the apex of the penis. I can tell you for a fact whatever it is not intended to be there

You will need to have that examined by a doctor. Adhesions as you describe may very well need surgery.

Ya saw the prices but luckily in my country i have free healthcare because the 2k some clinics where quoting would make it alot more difficult on my family

Frenuloplasty , they just cut the piece of skin, I had it down years ago. Pretty simple procedure.
