Penis Tip/Glan a little dry and rigid.

I am 17 and recently I have noticed something on my genital area. On my penis on the glan or basically the tip, it is a little swollen and dryish/rough. I don't know how to exactly describe it. Under the tip I have little bumps too. I am already circumcised so I don't have excessive foreskin. I never had sex before so I know it can't be anything sexually transmitted. Please give me some advice as well as any medications I may take. What can I do to take care of this?

Sounds like you may need to see Doc', meanwhile you could try anti fungal cream or coconut oil or cocoa butter which will aid dryness.
