You are likely to still have swelling. See how things go.
At 3 weeks in, you will still have considerable swelling affecting all aspects of your penis.
Most men want a tight result with no loose skin when erect. If you were cut to that standard then you shouldn't be able to pull any skin back and forth - but you will not be able to properly tell until all the swelling has subsided.
