Sorry to be unhelpful, but do you mean you have a blister of some description? Maybe you'd be better served by seeing your GP? Without a photo (which are no longer permitted, so please don't try to upload any), I'm finding it hard to picture precisely the nature of your problem. Best wishes.

Go to see a doctor or attend a sexual health clinic. They will diagnose your problem and treat ir appropriately.
