You need to see an Urologist. The foreskin is attached to the head of the penis during childhood.
A foreskin is usually attached to the glans by the frenulum and that is quite normal. It is not normal for the skin of the foreskin to be attached to the glans of the penis. In either situation, if you are having problems then you should see your doctor or a urologist to determine what needs to happen to solve your problem. I hope you get that sorted quickly.
You certainly need to let a doctor examine your penis. Don’t be embarrassed, just do it.
You don't say how old you are and we don't really need to know, other than to say the skin normally comes detached by puberty, early teens, but can last into twenties, as with me. You could try gently stretching your foreskin and it may detach itself.

Your urologist or general practitioner can exam you and give you some options. My foreskin was adhered to the glans all the way until college when I decided to get circumcised before I got married. However, in elementary school in about the 4th grade my family doctor was able to stick a metal probe under one side of my adhesions and get the right side loose and able to move, but I wasn't able to sit still through the procedure for her to be able to loosen it all, so the underside and left side remained attached. My family doctor she had scheduled me to get circumcised later that week, but I cried and cried to my mom that I didn't want it done so she ended up cancelling my procedure and it never got done until I was in college.
