It’s very common but not the ‘norm’ as it is supposed to be fully retractable

Hi, if you cannot retract when flaccid to clean underneath your foreskin this is important to do. you should see your doctor when you can for assessment they may prescribe some steroid cream and advise you to do some stretching.

First age may be reason second wash by allowing the spray in shower to get under foreskin at opening as much as you can as smegma can cause further issues but if under adult age 16/17 try and pull back gently day by day and may come loose but doc best bet lad good luck and remember it's a dick no shame on talking about it like as it was a spot it's all been seen before and that's best way forward

I can't pull my foreskin back either, which is fine and totally normal. I use a bulb syringe to rinse under my foreskin when I shower. There is no reason to pull your foreskin back. Hope this helps.
