Hi I don't know how to confirm though I might have the same tight foreskin and sometimes it itches. And when I clean my penis under the foreskin there are white pieces kinda stuff that comes (to clean or wash I have to put my finger and do so due to the tight foreskin situation)Should I be concerned? Or can I leave it be regularly cleaning?
Also, I was able to retract my foreskin when I was much younger but it eventually stopped when it got stuck ones

You should see your Doctor. Once you start having sex this could improve. It did with me but 35 years later, here I am sitting six weeks after my circumcision 🤔
I misunderstood. If you have Phimosis and can't retract the foreskin even when flaccid it's going to be tough for you my friend.
I fought the Phimosis for almost 3 years and although at one stage thought I won, just couldn't get to the stage of retracting foreskin fully during erections.

You need to gently keep stretching your foreskin over your penus. It's important to do this do you can keep it clean. Once it's stretched you'll enjoy sex
I have never being able to reveal my glans, and have had absolutely fantastic orgasms my entire life, and the sex prior to those orgasms, absolutely great also, no problems with sex whatsoever with any of my partners. Also have two kids, wife became pregnant almost immediately on both occasions after we decided to try for kids, so any myths you hear about tight foreskins causing problems if you are trying for kids is, in my actual real life experience, utter rubbish.
It actually doesn't hurt at all! Getting a cavity hurts more (cavities dont hurt). It is a lil scary but I promise it doesn't hurt not even the shot to numb u. The recovery is the worst part, also not painful just uncomfortable, frustrating, and occasionally pinching from night time erections
You really should go see your Doc. Don't worry they will have seen it all before. When you wash your Penis, do not use soap, just water, if you think soap is necessary use very mild baby soap and rinse well.Pulling back the Foreskin regularly and gently may help to loosen it.
I disagree, I say use soap. Also the white stuff and itching is signs of a possible yeast infection. Putting lotrimin cream should clear it up in a week. But it won't fix the long term issue
