Hey, it's probably just an infection in a hair follicle. you have been shaving this can sometimes cause these spots.

It looks like an ingrown hair. Pop the pimple to drain it, and then squeeze out the fluid to try getting the hair out. You can daub a bit of antiseptic cream on it to prevent infection.
