Sensitivity just above base of penis

Hi Ive been suffering with a sensitivity around my penis for around a year now, my scrotum seems to swell up when it occurs too. I’ve been to my doctors and he said it is perfectly normal and is because of stress. This problem has still not gone away and was just wondering if anyone had any solutions to the problem.
