If your husband has not had his symptoms assessed, then his oncology team should assess him as soon as, it may be that if he is having some seizures this could be managed with medication, but does need assessing. Other reasons could be side effects from any medications that he is on or the cancer itself.
It may be helpful to take note of how long it lasts, does he go into a deep sleep afterwards, does his colour change, experiences a headache, is it only in bed at night or during the day also. Does the sleep come first or the twitching then into a sleep. These are questions the medical/palliative care team may ask.
You could contact the palliative care team that Tony is under the care of or the GP.

It is understandable that any new symptoms can be frightening and you may be wondering if this is it happening now, especially if you have been told that he has a few weeks. The Palliative care team should be able to guide and support you through this.
