If your GP practice can't help you then contact MacMillan Cancer Support. They provide physiotherapy services for LE in the North East and may do the same in your area. I was referred by my GP (I don't have cancer) and was contacted shortly afterwards by one of the MacMillan physiotherapists. She visited me at home, did layered bandaging of my legs and the measured me for Farrow Wrap compression foot and leg wraps. I have always been treated in my own home. don't know if this is any use found it under the south East Essex NHS Community Helath service, they might be able to tell you if theres a clinic in Southend
