applied to local council for blue badge, got letter on Monday to say they need dr info, so sent them address and all papers from specialists and mri scan results, checked my bank today and they have presented the cheque for the £10 yesterday to my bank for cashing., does this mean I have got blue badge??

It sounds as though you have, Jue! I'm sure they would have written to you and not cashed your cheque should they have refused your application!

When I applied last year, they said if I was unsuccessful, they would return my cheque so fingers crossed.

sorry I have no idea as every council seems tow irk differently. I qualify under HR Mobility, so they automatically have to issue one until the PIP rules comes into force properly as I have a life award of DLA, but things are all going to change in the next couple of years.
I range my council the other day to check how long I should send my forms in advance for a renewal. they said two months, but now for the first time I have to pay £10, i have had a blue badge since they were Orange badges!! back to mid 90's, and never ever had to pay, but they have changed the rules in the past three years since i last had a renewal. But when i have to send my forms in it said don't send the money straight away, they will ask for it.
If they have cashed your cheque and your application isn't successful (I hope it is) then they will just have to refund you.
