Hi there, I am no expert and dont really know anything about benefits but what does this lady have illness wise? I am guessing if she has something physically wrong and obvious to see then that is why. As I say that is just my guess.

Eventually over the next 2 years they plan to.assess everyone on incapacity benefit it could be that the lady just hasn't been assessed yet
dear fibrofrith do you mean the end of 2013?thanks
My daughter was on Incapacity Benefit and she came up for review. I never had to go further than filling her forms in. They accepted what was written on the grounds of severity of her illness. She suffers with NEAD(non-epileptic attack disorder). She has seizures(she can sieze every couple of minutes for up to four hours without gaining consciousness) like an epileptic would but they are not treatable. She also has age regression states where she will regress back to 18 months old(her longest regression to date lasted for 19 days), in an adult body and she also has blackouts. All of this is part of the NEAD and has no warnings signs. She has stopped breathing four times in the last three years. I also provided them with front page news from a newspaper trying to find who found her collapsed on a quiet country road after being missing 3 hours. She only went out for crisps. The result is she cannot be left alone and she cannot go anywhere on her own so they classed this as warranted for going straight to IR ESA. So our daughters illness is not obvious unless she has age regressed, then it cannot be missed as she is basically a toddler in a 22 year old body xxxxx
thanks everyone
