I am 69 years old with diabetes for past two decades. I am on Galvus-met 50/500 twice a day, PPG 0.03, twice day and still blood sugar is not coming down below 200 fasting and 300 pp.
I need to know if insulin will be a better alternative.

You have to consult your diabetologist for a solution. Your doctor will decide if you require a dose of insulin of a particular variety by type and quantity as a temporary arrangement till you get your levels to acceptable values and then he may revert to your tablets .
In addition to medication, you should also exercise utmost control over what and how much you eat and whether you are having enough physical activity. If you are subjected to stress, you should try relax through yoga, pranayama etc. Please review all these factors and take remedial action if necessary. At end of the day, only your doctor can shift you to insulin.
