I thought I was doing better than that but found how to make my phone track km and feel a bit discouraged. I also have trouble going out in fewer clothes, I'm running in rain mostly and temps from a bit over freezing to 10c. I have rain pants and jacket that are light weight, the sort that fold into a pocket for hiking. I'm putting on fewer layers underneath but is this the time when I should look for specific running clothes?

You don't need to worry about distance. This version of C25K doesn't need you to run 5k at the end, only to do 30 minutes of jogging.
Layering the clothing is a lot of trial and error coolfemme, we've all had dressing disasters, what works for you, only you'll know 🙂
Most people don't get to 5 km in 30 minutes, at least not in the beginning (first months to years). I personally find 3,8 km already much. Only once you are used to running 30 minutes at a go, after multiple consolidation runs, then you can focus on either adding distance or speed.
But you do not need to add speed. I run slow, close to slow jogging. And I read an article that the slower you run, the better for your health. So don't worry about your speed!
As for clothing, it is here about the same at the noment. I wear a slightly thicker shirt (winter running shirt) with a body warmer over it. When it rains, I add a thin rain jacket.
As all have said, don't worry about speed. Focus on the positive and compare what you are doing now with what you were able to do just a few weeks ago. As for clothes, I tend to run in a t shirt and leggings, occasionally adding a skin, when it is really cold. I tried a rain jacket but hated the effect (feeling boiled in the bag) once I warmed up. I have a cap to keep the rain off my glasses and sometimes wear gloves.
Of course we are all different and I often see people out wearing a full tracksuit/scarf/woolly hat combo! Trial and error I guess
