It's only the top grade athletes, cyclists and swimmers that need to shave their legs, otherwise your friends will call you a "sissy" for doing that, unless you are going to join a top level club, you don't need to shave your arms, chest or legs.
I don’t know it makes a measurable difference with running, but I assume Marathon elites do as they often have tape on their legs, and I can’t see anybody wanting more pain after 26.2
As for weight and ease of running... it depends on the distance a little, sprinters pack more fast twitch muscle, so speed and weight aren’t fully connected, and even for distance running being underweight would be an issue... you wouldn’t want to carry too much more than you needed around a marathon, so there’s a theoretical perfect height/weight ratio there somewhere.
When I think of all the stuff I run with (shoes, socks, shorts, pants, shirt, pocketed vest, headband, smartphone, earphones, car keys, a bit of money, watch) I don’t think a few grams of hair would make any difference. But a loo visit is a whole new ballgame.
My mate's a triathlete and he says he shaves because of injuries. I'm not sure why, getting hair in his cuts? Plasters? I think it's all about aesthetics, they want to show off their leg muscles.
