Why not ask your local council.

Sorry don't know the rules for Scotland, suggest local council or Age UK if you have one near you, even DWP might be able to advise. Or do you have a local dementia carers service group. I think there is a dementia site on line that might be able to advice by email or phone

Phone number for Dementia carers advice is 08008886678 or Dementia UK on line can give you much advice for your specific circumstances, or try Dementia freinds on line who support carers like yourself and dementia patients, hope info is of use good luck with your search for advice. Or simpler way is apply for council tax help and they will soon tell you if your entitled or not Best Wishes.
