I've copied this from Gov.UK for you. Difficult as each council runs its on scheme so they are the place to go you will often find details on their own website:-

You could be eligible if you’re on a low income or claim benefits. Your bill could be reduced by up to 100%.

You can apply if you own your home, rent, are unemployed or working.

What you get depends on:

where you live - each council runs its own scheme

your circumstances (eg income, number of children, benefits, residency status)

your household income - this includes savings, pensions and your partner’s income

if your children live with you

if other adults live with you

Hope this helps.x

Hello Chrissy1992, even though your husband works unless he has a big wage you could be entitled. The allowances for disabled pensioners are much higher than for ordinary working couples. Savings allowances are higher too for pensioner households. Advice, there is a calculater on line to check if you are entitled and as far as I know Attendance Allowance is exempt from the calculations but has to be declared as does your husbands wage. You may not get full rebate but could get some. Worth a try good luck if you do.
