Cold between feet and chins

Kia ora, both my feet are burnt from an accident when I was two. I see some people get cold feet however I get cold between my feet and chins-all around the ankles. I know its about circulation however what can help me. I am now 56 and it gets more annoying every year. A soak in a bucket of hot water does nothing. It makes it hard to fall asleep as well. I wear long socks to bed and fold them down to double up the thickness around the ankles. Any suggestions?

I find I have to use a hot water bottle a lot for feeet and shins, even in summer.
