I would start, right away with breathing exercises to help him understand that he has <some> control over this
How old is your son?

Relaxation Technique may help, Mindfulness covers various ways of helping to relax etc.
However the problem seems to be a common mood changer. Putting it down to the beginning of the day. Is your son at work or is He still at school, if the latter it ma be problems at school. If this is the case you need to discuss problems with the School Headmaster.
Many people feel the same way especially in the morning, if at work it may be to do with His Employment position. This could possibly show up as explained

He is in college but it has really hurt his grades due to the anxiety. I really want to talk to the school and see if they can do anything
It is important He finds out what is causing His Anxiety, my suggestions are still relevant, so seeing His Head of Department or Course Tutor should help. I had problems at College and began to fail, the more problems made me fail even more and I had to leave the school, as my education became a problem, the Head of Department sorted it although by then it was to late.
Get him also to see His Doctor and write a list to explain the problems He has this will make things easier as He explains His needs

You can't do anything, your son needs to do something. He needs to get into some serious therapy and have a treatment plan with a psychiatrist , psychologist, or therapist. If he does not seek help, no one can save him. He has to do it. It must be hard for a parent to see their child suffer, but he is 20, he needs to do this himself. I had to tell my mother while I was having a panic attack, she couldn't help, only I could help me! It is a hard truth.
Counseling and or have him see his medical provider to see if there is a medical cause to it. Sometimes, some hormone imbalances can cause anxiety.
I’ve found exercise helps. Also meds, deep breathing, support group and hugs.
