so theres this one guy i kinda wanna be friends with, but im so scared to talk to him, and im kinda afraid he will ignore me or something, or people will think things about me for trying to talk to someone i dont know, i dont know what to do, should i just go for it, and not care what people think? please help

If it's any help most people respond well when someone talks to them especially if you have a smile on your face. It's doesn't have to begin with a long chat just some cheerful small talk can be enough to break the ice. You sound like a nice person I hope it goes ok for you
