Fluctuating HCG. Ectopic? Any advice please?

Hi I'm new here so I hope I'm posting in the right place. I'm just looking for any advice or information please.

At the beginning of April I found out I was pregnant. I went to see the GP as I had pain in my sides and back. I had an ectopic pregnancy in Dec 2017 which I ended up having surgery to remove my left tube. The GP said the pain was too high to be ectopic but sent me to SAU for bloods and a scan. The scan didn't show anything unusual and no sign of pregnancy was seen as I was too early. The hcg was 156. After a few days the pain had gone.

I had another scan on Saturday at which I should be roughly 8 weeks and no sign of pregnancy can be seen. My HCG levels are fluctuating but are staying really low and I have slight pain in both sides and back. My stomach seems to have ballooned and I constantly feel bloated. I need to wee constantly and have had really sore boobs (but not the last few days) and am exhausted,so I have pregnancy symptoms. I'm not bleeding.

I'm really worried that I'm going to lose my other tube if it's an ectopic pregnancy or that something else is going on. Does anybody have any advice or experience with fluctuating hcg levels?
