Chest reduction

I was an overweight teen, but now that ive lost weight, my chest is still the same. Can anyone advice me how to get rid of it? Im thin now and no matter how much I starve myself it remains The same. It looks so odd on my body and I will do whatever it takes to remove it. Sadly, I cant afford surgery. Workouts have also gotten me nowhere yet. Please help.
