If she hasn't been diagnosed as hypo, she won't be with these results - the GP will say they're all in range and she's fine. If she's in the UK the GP will want her TSH to be over-range - either out of range with high antibodies or very much out of range if antibodies are normal - before she gets thyroid treatment.
As regards the actual blood results, can you re-check lab ranges, please? It's very unusual for free T4 and free T3 to have identical ranges

So if she IS on thyroid meds, a dose increase (extra 25 mcg of levo a day) would be in order as free T4 is 45% through range and free T3 is 42% through range [so balanced, but low] - hold and re-test after 6 weeks untl TSH is less than 2 and frees are in top third of range.
Also worth testing key nutrients anyway - ferritin, folate, vit D and B12 and supplementing if any are too low.
