I presume you mean the TSH level? TSH isn't actually a thyroid hormone, it is a pituitary hormone. It rises when your thyroid hormones - T4 and T3 - are low, and drops when your thyroid hormones rise.
Without seeing the T4 and T3 levels, it is difficult to say how normal it is for the TSH to drop on any given dose. The TSH is unpredictable, anyway, and not a very good test for dosing a thyroid patient. Therefore, I would say it's neither normal nor abnormal. It doesn't really mean very much at all. You should have your FT4 tested at the very least, to know how well you are doing on 25 mcg levo. Unfortunately, doctors don't tend to know that.
Hi Banditabby I can’t say how ‘normal’ this is but I can definitely say it’s happened to me in the past.
(Then I’ve swung the other way again!) I think these dosages can be very trial and error and hit and miss.

It’s so annoying, I’ve found this too. When I was first diagnosed the Dr used to test everything now it’s terrible!
Sometimes I’ve found the lab will test T4 too if the tsh is off (but not always.)

I just wanted to say I’ve just had my blood results back today and my tsh has gone down from 25 to 6.74 in 6 weeks (with just a 25mcg increase daily), so big leaps are definitely possible.
